For the impatient reader: the highest-leverage insight is in Part Four — the authorization-to-shovel pipeline (authorization → appropriation → agency design → state pass-through → procurement) and where allocation power genuinely concentrates inside it. The honest summary: the staff who write authorizing criteria and appropriations text, the agency officials who design competitive-grant rubrics, the boards of quasi-public authorities, the financial advisors and P3 sponsors, and the consultants who write the feasibility studies. Few of them are elected; many are technical or advisory. Real allocation power in modern public finance is overwhelmingly staff, technical, and structural — exactly the deepest kinds of power named in Part Two.
